The Fiji Tourism Development Program in Vanua Levu (Na Vualiku Project) is a flagship initiative of the Fijian Government, delivered in partnership through World Bank financing and supported by a network of government and technical agencies.
Program Governance and Implementation

The Ministry of Tourism & Civil Aviation (MTCA) holds overall responsibility for the Program’s execution, oversight, and coordination with key stakeholders. To deliver the Program effectively, MTCA works closely with two other Implementing Agencies: the Fiji Roads Authority (FRA) and Airports Fiji Limited (AFL).

For activities in Savusavu and Labasa, the Savusavu Town Council (STC), Labasa Town Council (LTC), and the Ministry of Local Government (MoLG) act as partnering entities, ensuring that project activities align with local priorities and community needs.

A dedicated Central Project Management Unit (C-PMU) has been established under MTCA. This Unit brings together experts in project management, procurement, financial management, environment and social risk (E&S) management, monitoring and evaluation (M&E) and stakeholder engagement. 

The Program also benefits from the support of a wide network of Technical Partners, who provide specialised expertise and backstopping across its diverse activities. These partners are illustrated in the chart below.

The World Bank (WB) has funded over 12,000 development projects, via traditional loans, interest-free credits, and grants. It originated in 1944, one year before the end of World War II, as a conference to create a framework for post-war reconstruction and cooperation. The WB lends money to developing countries on concessional terms, which means low interest and lengthy repayment periods. After years of discussion and consideration, the Government of Fiji accepted a loan of $200 million for a 10-year project with a repayment period of 40 years. The intention is, of course, that the Na Vualiku Project would more than pay for itself over the repayment period of the loan.
