Help shape Labasa, Savusavu and Naqara

A good place to live is also a good place to visit. Strengthening these town centres can therefore improve everyday life for residents and businesses while also supporting the visitor experience and sustainable tourism development across Vanua Levu and Taveuni.
Better-functioning, safer, more accessible and resilient towns begin with understanding what the people who use them every day need and value.
The Fiji Tourism Development Program in Vanua Levu (Na Vualiku Project) is working with the Labasa and Savusavu Town Councils to prepare Detailed Town Plans for Labasa, Savusavu and Naqara, helping establish priorities for how these important town centres can develop towards 2050.
People who live, work, own businesses, access services or regularly use these towns are now being invited to have their say. Your views will help decision-makers understand what people value about their towns today, where improvements are needed, and what communities want these towns to become.
What do you want your town to be like by 2050?
The survey asks about your experience of Labasa, Savusavu or Naqara, including:
- what you currently like and enjoy about the town;
- how you travel to and from town;
- challenges you experience when using the town;
- accessibility of buildings, transport, facilities and services;
- the three improvements you believe should be given the highest priority; and
- how you would like residents and visitors to describe your town by 2050.
Why your views matter
People experience towns differently.
A market vendor may see challenges that a visitor does not. A person who walks through town may have different priorities from someone travelling by car or bus. Business owners, workers, residents, people living with disabilities, older people, young people and people travelling into town from surrounding communities may all experience the same place differently.
Capturing these perspectives helps build a clearer picture of how each town works today and where people believe change is most needed.
Your response will be combined with feedback from other community members and formally recorded as part of the evidence supporting your town’s future direction.
The findings will help decision-makers understand community priorities as they consider future improvements, investment and implementation.
What happens after you have your say?
1. You share your views
Community members provide feedback through the public survey and engagement activities.
2. Community priorities are documented
Responses are brought together and analysed to identify common priorities, concerns and aspirations for each town.
3. Your feedback informs the Detailed Town Plans
The findings become part of the evidence supporting the Detailed Town Plans for Labasa, Savusavu and Naqara.
4. The plans support future decisions
The Detailed Town Plans will provide Government and relevant authorities with a clearer basis for considering future improvements, investment and implementation as the towns develop towards 2050.
Who should participate?
We want to hear from people who:
- live in or around Labasa, Savusavu or Naqara;
- work in these towns;
- own or operate businesses;
- own property;
- travel into town for shopping, services or other activities; or
- regularly use these town centres.
About the town planning work
The Detailed Town Plans form part of the wider work being undertaken through the Integrated Tourism Master Plan for Vanua Levu and Taveuni, through the World Bank-financed Fiji Tourism Development Program in Vanua Levu (Na Vualiku Project).
The Integrated Tourism Master Plan is developing a 25-year development framework for sustainable tourism development across Vanua Levu and Taveuni.
The town planning work ensures that the future development of key urban centres is considered alongside the infrastructure, services, environmental protection, accessibility, investment and community needs required to support sustainable growth.
Recommendations arising from the Plan may be incorporated into the Town Planning Scheme General Provisions and will inform future Town Planning Scheme reviews.
The work is being undertaken in collaboration with the Ministry of Local Government and relevant Town Councils.
